The Government of Mongolia discussed and approved the draft resolution “On the Acquisition of Land for Special State Needs” at its meeting today /2025.07.30/.
3.3.1.5. of the Action Program of the Government of Mongolia for 2024-2028. It is envisaged to establish industrial and technological parks for the purpose of putting into operation heavy industries such as Coke-chemical Complex, Coal-chemical Complex, Copper Processing Complex, Steel Production Complex, Iron Ore Processing Complex, and Building Materials Production Complex for the deep processing of raw materials and products from the primary stage and producing value-added products.
In order to ensure the implementation of this decision, the Government meeting decided to acquire land for special state needs in the following locations for the purpose of establishing an industrial and technological park. These include:

- Bor-Ondur Industrial and Technological Park “Iron Processing Complex” to be established based on the resources of the Bor-Ondur fluorite deposit, Bargilty iron ore deposit and other deposits in the region in the territory of Bor-Ondur soum of Khentii aimag;

- The “Building Materials and Production Complex” of the Khotul Industrial and Technological Park, to be established in the territories of Orkhon and Saikhan soums of Selenge aimag;

- The “Coke-Chemical Complex” of the Tavantolgoi Industrial and Technological Park, to be established based on the coal washing plant of Erdenes Tavantolgoi JSC in the territories of Tsogttsetsiy soum of Umnugovi aimag, has been acquired for special state needs.

The acquisition of the above lands for special state needs is significant in solving the land issues of industrial and technological parks, and in addition, in increasing the value of state-owned deposits and creating opportunities for creating high returns for the country’s socio-economic development by producing value-added final products.
